為了掃除不正之風，首爾江南警署進行大規模的人事改革，招收大量警察學校畢業的新人，給警隊注入新力量。其中刑事科第三組被安排了四名新人──殷大邱（李昇基飾）、魚秀善（高雅羅飾）、朴泰一（安宰賢飾）、池國（朴正民飾），令組長徐判錫（車勝元飾）極為不滿。判錫是刑警界的傳奇人物，曾偵破多宗重大案件。辦案積極認真、具豐富經驗的他，反對由缺乏臨場經驗的新人，來擔起保護江南市民的重任。而事實上，這四名新人都並非懷著為民請命的抱負而加入刑事科。秀善是因為刑事科的獎金和津貼比較多；泰一是覺得刑事科的工作有趣；池國是為了公務員的高額退休金；而大邱的真正目的是接近判錫來找出殺害母親的兇手！

大邱的真名是金志龍，中學時，母親因答應警方作為一宗殺人案的目擊證人而遭殺身之禍，而當時負責案件的刑警正是判錫。大邱當年在混亂中聽到殺害母親的兇手在對話中提及判錫，因此認定判錫跟母親的死有關。而原本性格活潑開朗的他自此性情大變，更改名換姓考入警隊，有預謀地隱藏身份成為判錫的部下。究竟大邱母親的死是否如他想像般跟判錫有關？另一方面，判錫將如何帶領這四名看似不像樣的新人，在罪案率日趨嚴重的江南衝鋒陷陣？
